Fallout 4 merged skills into perks, so a build is defined entirely by your SPECIAL spread and the perk chart it unlocks. Each perk sits under a SPECIAL stat and requires a minimum rank in that stat to take, which means your starting spread determines which perks are reachable and how soon. There is no level cap, so every build eventually gets everything, and the real question is the order you take things in and what you commit to during the mid game when it matters. Damage perks such as the weapon-type lines and the critical perks under Luck are the usual backbone. Legendary effects roll on enemy drops and can multiply a build's damage well beyond what perks alone provide, which makes farming for a specific effect a normal part of building. Weapon and armor modding at workbenches converts junk into meaningful stat changes, and power armor works as a separate system with its own fusion core power and modifications rather than as an upgrade to your normal armor.
