Fallout: New Vegas builds run on the classic SPECIAL and skills system, where SPECIAL is set at character creation and skills rise with each level. Perks arrive every second level rather than every level, which makes each one a real decision. Traits are chosen at the start and give a benefit paired with a drawback, and several of them are strong enough to shape a whole playthrough. The most important thing to understand for combat builds is Damage Threshold, which subtracts a flat amount from every incoming hit rather than a percentage. That makes low-damage rapid-fire weapons ineffective against armored targets and makes ammo type selection genuinely important, since armor-piercing rounds trade raw damage for threshold reduction. Weapon mods are permanent once applied and are limited in number. Skill checks appear constantly in dialogue and quest routing, so Speech, Barter, and the science and repair skills carry real value outside of combat, which is why many strong builds reserve points for them rather than pouring everything into weapon skills.
