Oblivion builds are unusual because of how leveling interacts with the world. You level by raising your seven major skills, and each level lets you increase attributes by an amount determined by how many minor skill increases you accumulated first. Birthsign is chosen at creation and provides a permanent bonus, some of which are strong enough to build around. Spellmaking and enchanting are where the genuinely broken builds live, since custom spell effects and enchanted gear can be combined in ways the base game does not otherwise offer. The remaster adjusts some of the leveling friction, so it is worth checking current behavior rather than assuming the original rules apply unchanged.
